Abstract
The default by the Washington Public Power Supply System (WPPSS), after expending $2.25 billion to construct two nuclear power plants, has reinvigorated the debate whether issuers of municipal securities should be subject to a mandatory disclosure system comparable to that which the Securities and Exchange Commission (SEC) administers for corporate issuers.
