Summary
As the U.S. Treasury Department considers the implementation of Trump Accounts, one proposed enrollment method is a “check-the-box” option on the federal tax return, requiring parents to actively grant permission to open an account. This policy brief draws on evidence from prior research to explain why such a check-the-box opt-in model is very unlikely to achieve full participation in Trump Accounts
