Abstract
This Article examines the combination of pressures that caused conversions of industrial space to residential use, considers the effects of conversion on a city that depends upon its industrial tenants, and explores the reasons conversions went unregulated for so long. The Article concludes with an evaluation of New York's response to the problem-its loft program.
