Abstract

This Article focuses on the construction grant and water quality planning processes of the FWPCA and examines the contribution these programs can make to achievement of the water quality objectives of the federal legislation. The future effectiveness of federal water quality planning legislation will also be examined through a study of the local and regional management scheme of metropolitan sewer districts in the St. Louis metropolitan area. It is the thesis of this Article that the water quality planning requirements of the FWPCA are not yet fully understood or adequately formulated.
