In St. Louis there once stood a massive ultra modern Public Housing Project called Pruitt Homes and Igoe Apartments on a site bounded by Cass on the North, Carr on the South, 20th on the East and Jefferson on the West. ... Our primary objective of this thesis is to come up with an appropriate use for this huge chunk of prime land of about 57 acres, lying vacant for all these years.
